Or, depuis 2022, un important travail de r\u00e9vision est en cours au sein du Comit\u00e9 FAO\/OMS sur l&rsquo;hygi\u00e8ne alimentaire. Objectif : <strong>adapter les lignes directrices HACCP aux enjeux contemporains<\/strong> \u2013 notamment la culture s\u00e9curit\u00e9, les technologies \u00e9mergentes et l\u2019int\u00e9gration dans les normes ISO.<\/p>\n<p>Pour les responsables qualit\u00e9 et les auditeurs, il est essentiel de suivre cette \u00e9volution de pr\u00e8s. Car si le HACCP demeure obligatoire en droit europ\u00e9en (R\u00e8glement CE n\u00b0 852\/2004, annexe I et II), <strong>la r\u00e9vision du Codex impactera directement les r\u00e9f\u00e9rentiels certifiables comme l\u2019ISO 22000, le FSSC 22000, l\u2019IFS ou encore le BRCGS<\/strong>.<\/p>\n<h3>Les travaux en cours : une modernisation du texte de base<\/h3>\n<p>Depuis la publication de la derni\u00e8re version des <em>General Principles of Food Hygiene (CXC 1-1969)<\/em> en 2020, le Codex a mis en place un groupe de travail charg\u00e9 de revoir en profondeur l\u2019application des 7 principes HACCP.<\/p>\n<p>Parmi les \u00e9volutions envisag\u00e9es :<\/p>\n<ul>\n<li><strong>Clarification des responsabilit\u00e9s manag\u00e9riales<\/strong> en mati\u00e8re de culture s\u00e9curit\u00e9 (Codex, CCFH52 \u2013 FAO, 2022)<\/li>\n<li><strong>Renforcement de la gestion des pr\u00e9requis (PRP)<\/strong> comme condition pr\u00e9alable au plan HACCP<\/li>\n<li>Int\u00e9gration explicite des <strong>nouvelles technologies<\/strong> (capteurs IoT, blockchain, IA)<\/li>\n<li>Harmonisation avec les lignes directrices <strong>ISO 22003-1:2022<\/strong> concernant les exigences pour les organismes de certification<\/li>\n<\/ul>\n<p><strong>Source<\/strong> : Codex Alimentarius, CX\/FH 23\/53\/4 \u2013 \u201cProposed Draft Revision of the General Principles of Food Hygiene\u201d (<a href=\"https:\/\/www.fao.org\/fao-who-codexalimentarius\" target=\"_blank\" rel=\"noopener\">FAO Codex<\/a>)<\/p>\n<h3>Cons\u00e9quences pour les normes ISO et les r\u00e9f\u00e9rentiels GFSI<\/h3>\n<p>L\u2019<strong>ISO 22000:2018<\/strong> s\u2019est d\u00e9j\u00e0 \u00e9loign\u00e9e du HACCP classique en introduisant la double logique <em>PRPo \/ CCP<\/em>, une distinction souvent floue pour les op\u00e9rateurs. Si le Codex adopte des principes plus proches de l\u2019ISO, cela pourrait entra\u00eener une <strong>meilleure coh\u00e9rence entre les syst\u00e8mes HACCP r\u00e9glementaires et certifiables<\/strong>.<\/p>\n<p>Les r\u00e9f\u00e9rentiels reconnus par le GFSI (Global Food Safety Initiative), comme :<\/p>\n<ul>\n<li><strong>IFS Food v8.1<\/strong><\/li>\n<li><strong>BRCGS Food v9<\/strong><\/li>\n<li><strong>FSSC 22000 v6<\/strong> (applicable depuis avril 2024)<\/li>\n<\/ul>\n<p>int\u00e8grent d\u00e9j\u00e0 des \u00e9l\u00e9ments du Codex, mais ils devront s\u2019aligner rapidement si les principes HACCP sont red\u00e9finis.<\/p>\n<p><strong>Source<\/strong> : ISO 22003-1:2022 \u2013 \u201cRequirements for bodies providing audit and certification of food safety management systems\u201d (<a href=\"https:\/\/www.iso.org\/standard\/79357.html\" target=\"_blank\" rel=\"noopener\">iso.org<\/a>)<\/p>\n<h3>Quelles implications pour les industriels ?<\/h3>\n<p>\u00c0 ce stade, il ne s\u2019agit pas encore d\u2019un changement applicable, mais les signaux sont clairs. La future version du texte HACCP pourrait :<\/p>\n<ul>\n<li>Revoir les <strong>crit\u00e8res de validation et de v\u00e9rification<\/strong> des CCP<\/li>\n<li>Renforcer l\u2019importance de la <strong>culture s\u00e9curit\u00e9 des aliments<\/strong> dans les d\u00e9cisions HACCP<\/li>\n<li>Rendre obligatoire un <strong>suivi technologique<\/strong> adapt\u00e9 \u00e0 la nature du produit et au niveau de risque<\/li>\n<\/ul>\n<p>Il est donc recommand\u00e9 de :<\/p>\n<ol>\n<li><strong>Participer aux consultations publiques<\/strong> du Codex (via les points de contact nationaux)<\/li>\n<li>Suivre les travaux du <strong>CCFH (Codex Committee on Food Hygiene)<\/strong><\/li>\n<li><strong>Anticiper les changements<\/strong> dans les syst\u00e8mes qualit\u00e9 internes, surtout pour les certifications ISO\/FSSC\/IFS\/BRC<\/li>\n<\/ol>\n<h3>Conclusion<\/h3>\n<p>La r\u00e9vision en cours du Codex Alimentarius sur le syst\u00e8me HACCP marque un <strong>tournant strat\u00e9gique pour les industriels de l\u2019agroalimentaire<\/strong>.
